The father of an African-American man whose shooting death by Milwaukee police set off a weekend of unrest blamed himself for being the "wrong role model" to his children.

Famed for its breweries, Milwaukee is also one of the most segregated cities in America, with a large concentration of unemployed black men in the inner city separated from the mostly white suburbs.

The curfew earlier applied to teenagers up to and including 16-year-olds. The shooting is under investigation.

Community outrage over police misconduct is fueled by decades of poor relationships and mistrust between police and black communities - in Milwaukee, in Minnesota and elsewhere across the nation.

Activists from the "Black Lives Matter" movement rallied, denouncing the treatment of black residents in the city. The city's usual summer curfew for teenagers younger than 17 has been 11 p.m.

Barrett pleaded with protesters to disperse and for the loved ones of the protesters to call them home. Sylville Smith bolted from the auto with a gun, leading an officer on a short foot chase before the officer shot the 23-year-old. The state is investigating.

The death of Sylville Smith, 23, has provoked two days and nights of sometimes violent protests by a community that, said the brother of another police shooting victim, "has nothing". Officers used an armored vehicle to retrieve the man and took him to a hospital.

"They see the institution as racist, not the individual", Cross said.

At a news conference Monday, Flynn said RevCom, as the group is also known, helped incite unrest within a group of activists who were otherwise protesting peacefully. The park is typically open until 10 p.m.

Walker announced the National Guard activation after a request from Milwaukee County Sheriff David Clarke.

A few officers looked on as faith and community leaders implored protesters to restrain their anger.

Authorities scrambled Monday to restore calm after this city endured a weekend of unrest in the wake of a police officer's killing of an armed man.

When police identified Sylville Smith as the Milwaukee man shot by an officer Saturday, triggering a violent uprising on the city's mostly black north side, Chief Edward Flynn cited Smith's "lengthy criminal record".

Residents of the stricken neighborhood said Monday that they're frustrated by the demonstrations, which they said threatened to damage the area. The chief says there were 14 arrests for disorderly conduct. Four officers were injured Sunday, and one other person suffered a gunshot wound from an unknown non-police shooter.

He says the police department's ShotSpotter technology detected 30 gunshots in the neighborhood overnight.

Cecil Brewer, 67, who owns an apartment house directly across from the intersection where protesters burned a gas station on Saturday night and hurled rocks at police on Sunday night, said the rioting was all but inevitable.

At the same news conference, Mayor Tom Barrett said a still image pulled from the footage clearly showed a gun in Smith's hand as he fled a traffic stop Saturday. Barrett says he's concerned about the economic damage being done to the Sherman Park neighborhood. An additional person was shot, and several officers were injured. Multiple deputies have not yet returned to duty. By Saturday night, rioters had smashed police vehicle windows, set fire to buildings and a gas station burned to the ground.

Flynn uses some policing strategies in Milwaukee that he tried out during his brief time in Springfield.
