Charlotte police release video from Keith Scott shooting

In one of the police videos, Scott is shown getting out of his vehicle and then backing away from it.

Police said Scott had a gun, though residents have said he was unarmed.

But police can be heard repeatedly shouting "Drop the gun!" at the 43-year-old Scott, who died from his wounds Tuesday as his wife stood nearby. Investigators say that Scott refused to follow the officers' repeated verbal commands. Nor does either show the officer firing at him. She can also be heard telling him, "Keith get out the auto, Keith don't you do it".

A uniformed officer tried to use a baton to break a window on Scott's SUV, a police statement says.

"It's a personal struggle, but I have to do what I think is best for my community", Mr Putney said. "There was a crime he committed and the gun exacerbated the situation".

Putney said not all of the video footage recorded during the incident would be released.

Here is the body-cam video, which does not come from the firing officer. But, added to witness statements and other evidence, he said the evidence was definitive. He is not acting aggressive towards any officers on the scene. That request is being made "so that people can draw their own conclusions".

The chief said that officers arrived in the neighborhood and initially did not act when they saw Scott with marijuana in his auto, but when they also saw a weapon, it escalated the situation. The protesters ran, but one fell in front of an all-terrain vehicle operated by a Greensboro police officer helping the Charlotte force, Charlotte-Mecklenburg police said. They also said Scott also had marijuana.

"Don't shoot him. He has no weapon", Rakeyia Scott can be heard saying in the footage.

Then a uniformed officer in a marked SUV drove up to assist, and an officer started pounding on the front passenger window. But he says pay attention as Keith Scott comes out of his vehicle, using his left hand to open the door, saying clearly there is no gun in that hand.

After the gunshots, Scott can be seen lying face-down on the ground while his wife says, "He better live". "Officer Vinson fired his issued service weapon, striking Mr. Scott". Scott was wearing an ankle holster, police said. "But we have far more questions than answers".




The videos do not show conclusively, though, whether Scott had a gun in his hand.

Pictures and other documents will also be released which will provide "indisputable evidence" that Scott was armed, Putney said. His family has said he didn't have a gun.

Chief Putney said earlier in the week that police were not ready to release the video because doing so could compromise the investigation into the shooting. But then one of the officers saw him hold up a gun, the document states. Putney has said he wants to be transparent but also won't compromise his investigation.

Scott's death was the latest in a long string of controversial killings of black people by US police that have stirred an intense debate on race and justice and unleashed waves of protests and riots.

The most violent demonstration occurred Wednesday, when protesters clashed with police. Demonstrators called for the end of emergency measures imposed on the city this week, the removal of National Guard troops and for officers involved in the incident to be prosecuted.

Police are on high alert Sunday after due to the possibility of protests surrounding an afternoon football game in downtown between the Carolina Panthers and Minnesota Vikings.

"I'm gonna insist we do it right, not fast", he said.

The two-minute, 16-second clip does not show the shooting itself, but captures the moments leading up to it, as she pleads with officers not to open fire.

A Scott family attorney didn't immediately respond to a request for comment. It showed a dark shape near Scott's feet.
