Legalization of marijuana for medical use and recreational use clearly sends a message to youth that marijuana is not risky and increases youth access to marijuana. Cannabis use disorder occurs when users' lives are impaired by cravings or withdrawal, for example.

"It's important to think about if these laws can have adverse health impacts", Deborah S. Hasin, PhD, professor of clinical epidemiology at Columbia University Medical Center, and lead author of the study, told Healthline.

"The early fear with the passage of these laws was that they would increase use among adolescents, but the studies are quite consistent that this did not happen", she said.

They used data from national surveys of drug use among adults (ages ≥18) conducted at three time points: before the enactment of medical marijuana laws (1991-1992); just after the laws were enacted in a few states (2001-2002); and after wide enactment of the laws (2012-2013), when more than one-third of people in the USA lived in states with MMLs.

There are 29 states along with Washington, DC that now have medical marijuana laws on the books.

According to HB 2107's text, it relates to "authorizing the possession, use, cultivation, distribution, transportation, and delivery of medical cannabis for medical use by qualifying patients with certain debilitating medical conditions and the licensing of dispensing organizations and testing facilities; authorizing fees".




Pacula added that people should be cautious in interpreting the new study, because it uses national survey data to evaluate state-level trends.

The analysis revealed that between 1991-1992 and 2012-2013, states that had passed MMLs saw a greater increase in illicit marijuana use and marijuana use disorders than states that had not legalized medical marijuana. Ohio's law, passed a year ago, allows people with one of 21 medical conditions to buy and use marijuana if recommended by a physician. Revenue from marijuana sales goes towards various programs in the state, from school construction to public health initiatives. That policy change boosted medical marijuana patient applications from 500 per month to more than 10,000 per month.

In states with medical marijuana laws, illegal marijuana use increased by 3.6 percent compared to a 2.2 percent increase in states without medical marijuana.

"When you are evaluating the effects of a state law on a sample that is not state-representative, it can be misleading", Pacula said.

The researchers recently reported their findings in JAMA Psychiatry.

Researchers credited the increases with greater availability, potency, perceived safety and acceptability of marijuana. These bills would still need to pass both houses and be signed by the governor but they are demonstrative of how the state is ready to move forward with marijuana in Nevada. "In the meantime, it is clear that a robust system of education, prevention, and treatment is needed to minimize the negative consequences that might arise if cannabis use continues to increase".
