United States President Donald Trump has directed federal agencies to review a visa programme used by companies to hire highly skilled foreign workers in the country.

Second, under a paragraph entitled: "Ensuring the Integrity of the Immigration System in Order to 'Hire American, '" the EO requests that various agencies and departments promulgate new rules and guidance to "supersede or revise previous rules and guidance, if appropriate" under existing law to protect American workers. It instructs the agency to pay special attention to visas which should only go to highly paid, specially skilled applicants when there is a US deficiency. The additional scrutiny DHS has ordered will include "site visits" to determine whether "H-1B dependent employers are evading their obligation to make a good faith effort to recruit US workers", the Trump administration says.

The Trump administration proposed reforming the system that would eliminate the lottery selections process, which companies allegedly try to cheat by submitting multiple applications for the same workers.

He said the order sets in motion the first steps to initiate "long-overdue" reforms to end "visa abuses". The visa scheme is particularly popular in the tech sector, but critics say the programme can both undercut United States workers and depress salaries.

There aren't enough skilled American workers for all of the high-tech jobs employers are seeking to fill, according to the industry advocates.

The H-1B visas section included no definite timeline, while the government procurement section did.

During his campaign, Trump said at some point that he supported high-skilled visas, then came out against them.




"The idea that Donald Trump is dramatically turning his back on his "America first" policy as well as his comment that the dollar is "too strong" are hurting the USA currency", Lawler said.

"No one can compete with American workers when they're given a fair and level playing field, which has not happened for decades", he said.

The US president added that the visa program to bring in the best of the global workforce "should include only the most skilled and highest-paid applicants and should never ever be used to replace American workers".

The Trump administration's latest executive order may be its most uninspired yet. Such a change could significantly impact large Indian IT companies which bring thousands of engineers and programmers on H-1B visas to work on U.S. projects, says IT analyst Girish Pai.

As mandated by the Congress, the US Citizenship and Immigration Services (USCIS) every year issues 65,000 H-1B visas and another 20,000 to those applicants having masters and higher degrees from a US educational institution. But those workers are hired using the H-2B visa for temporary non-agricultural workers.

The order purportedly calls for changing H-1B visas, which are popular among energy technology industries, making it harder for technology companies to recruit low-wage workers from foreign countries and undercut Americans looking for jobs.
