FCC head spells out plan to roll back net neutrality

Federal Communications Commission Chairman Ajit Pai on Wednesday announced the start of a process to undo the agency's 2015 net neutrality rules and to strip the FCC of its regulatory power over internet service providers.

Chairman Pai said high-speed internet doesn't need to be treated like a public utility with strict rules and the industry should be left to police and monitor itself.

Citizens Against Government Waste (CAGW) praised Federal Communications Commission (FCC) Chairman Ajit Pai today after his announcement of a Notice of Proposed Rulemaking (NPRM) that is meant to reconsider the imposition of an outdated regulatory regime on the internet. "And there wasn't a rash of internet service providers blocking customers from accessing the content, applications or services of their choice".

Internet service providers, many of whom sued to stop Title II regulation, were united in praise for the new approach, as well as calling on Congress to clarify FCC authority.

With the Donald Trump presidency came a new Federal Communications Commission (FCC) chairman, Ajit Pai, and he has been hinting at changing how the FCC regulates the industry in ways that will impact net neutrality regulations.

"Without net neutrality, the incumbents who provide access to the internet would be able to pick winners or losers in the market", the letter said. "It would be a red light for democracy and a green light for cable and telecom giants to control where we go and what we do on the internet".




Pai is expected to outline his proposal in an afternoon speech at the Newseum, and formally could deliver the plan to his fellow commissioners later this week.

Democratic Senator Edward Markey predicted Pai's plan to overturn the rules would face a "tsunami of resistance".

"Going forward, we can not stick with regulations from the Great Depression meant to micromanage Ma Bell", Mr. Pai said in prepared remarks. As they're being implemented by ISPs like AT&T, zero rating policies create an anti-competitive environment for internet-based TV and video services.

Hours before the speech, several Senate Democrats held a press conference making clear their intention to fight any rollback of the rules. However, it's unclear whether regulators could legally compel ISPs to abide by such principles without existing net neutrality rules.

Pai has made no secret of his distaste for regulations in general and, specifically, for rules enshrining net neutrality, the principle that all users of the internet should have equal access to it. Over 800 tech start-ups, including Engine Advocacy, Y Combinator and Techstars wrote to Pai, asking that net neutrality rules not be reversed.

"Make no mistake about it: this is a fight that we intend to wage and it is a fight that we are going to win", Pai commented.
