Rajnath to chair review meeting of Naxal-affected states today

The Home Minister's remarks over financial choking came in during his inaugural address at the day-long security review meeting here with Chief Ministers of Maoist-affected states - days after the leftist rebels killed at least 25 paramilitary troopers in Chhattisgarh.

Highlighting the pro-active surrender and rehabilitation policy of the state government, Patnaik said: "Determined efforts of the state to contain the extremist activities have been substantially successful in weaning away the population in the affected areas of the state from the ideology of violence and extremism". "Therefore, choking the financial resources of the left wing extremists is the most basic mantra in this fight", he said at the meeting being held two weeks after an ambush in Sukma, Chhattisgarh, in which 25 CRPF personnel were killed.

The Home Minister added that left-wing extremist groups were trying to weaken democracy in the country but would "never succeed" in doing so. Most states demanded more helicopter support and use of modern technology in anti-Naxal operations.

Pointing out that the use of Unmanned Aerial Vehicles (UAVs) is sub-optimal now, the Home Minister added that Mini UAVs are proving to be extremely useful and should be procured in more quantities.

"It would be advisable to have trackers in weapons, as well as biometrics in smart gun triggers - as a tracker can locate a looted weapon wherever it is taken or used, while biometrics can make a smart gun useless for anyone other than the authorised user".

The destruction caused by them shows that they do not want people to get facilities and access to the development in the remote and inaccessible areas that can help them join the mainstream society, the Home Minister stressed. The camps of the CRPF or Central Reserve Police Force should be adequately equipped with power and water and connectivity.




"I am convinced that their martyrdom will not go in vain".

Addressing the conclave, Mr. Singh said Central armed police forces would actively co-ordinate with the States.

The Naxal problem can not be resolved through "silver bullets" or any shortcut but through short-term, medium-term and long-term solutions, said Mr Singh, who is chairing the meeting.

He said, the forces on the ground level should not lack leadership and unity of objective and unity of action are essential for the success of operations.

While he suggested several steps to combat Maoist violence, he added that "if effective steps are to be taken, then mere discussion with state governments will not suffice... the Centre will also need to take concrete steps".

"We need to use high resolution PTZ cameras, Global Positioning System tracking, hand-held thermal imaging, radar, satellite imaging etc", he said. "We have to work on imaginative thinking on the whole situation so that that we can "Out Think" and "Out Manoeuvre" left wing extremists".
