Trump expects Senate health care bill in summer

The Senate requires a 60-vote supermajority to advance most legislation but Republican Mike Enzi, head of the Senate Budget Committee, said the health bill that passed the House qualifies for an expedited process that would require only 51 votes.

It's decision time for Senate Republicans' years-long quest to repeal Obamacare. At this rate, the prospects of passage in the upper chamber appear slim at best.

Medicaid has been the thorniest issue for the GOP.

The Senate GOP's working group on healthcare presented an early draft of the bill in a closed-door meeting Tuesday, Politico reported. While aides said some details are starting to take shape, conservatives are already raising red flags.

"Many in Washington and the media look at the huge health crises that we have facing Tennessee and the country today and they say, 'we can't afford to change our nation's health care policies at a time like this, '" Price said at the event by Healthy Tennessee and Vanderbilt University School of Nursing.

While the details of any Senate proposal are still vague, one priority is emerging as more health insurers exit the Obamacare individual marketplace: stabilizing the market.

Schumer said he was negotiating with the Senate's Republican leaders on the Russian Federation sanctions.

The House GOP bill would permit states to opt out of both provisions, sparking harsh criticism that Republicans are backtracking on their promise to protect people with pre-existing conditions.

"It's very cognizant of pre-existing conditions, which is a good thing", he said. "I don't like what we're going to have to do, but I'm supporting doing that". The House bill would freeze funding for the ACA Medicaid expansion in 2020, gradually winding down the program in the 31 states that expanded eligibility. "We want to get this done".

Later Tuesday, Trump will have dinner with Sens. Lindsey Graham's claim that the Senate Obamacare repeal bill's chances of passing were fading and assigning partial blame on Sen.

The closest he might get to one is the potential repeal and replacement of Obamacare.




Paul, who like Graham ran for president in 2016, quickly responded.

All the public statements from Republican senators have been reflecting that they are working through this, trying to reach consensus.

On Tuesday, Senate Majority Leader Mitch McConnell offered only vague optimism for meeting Trump's lofty goal.

Asked if she wanted to keep ObamaCare's Medicaid expansion, centrist Sen. Lisa Murkowski told reporters.

Pressed to elaborate, a spokesperson said: "Senator Murkowski has been hearing from people all over the state, including hospitals, providers, disability advocates, and the State legislature that it has been a large net positive for Alaska".

Portman's and Capito's willingness to end the program is significant, in that it suggests centrists will not demand that the Medicaid expansion be permanent, and that Republicans may be able to find common ground on the critical issue if the additional federal funds are phased down more slowly. No Democrat is expected to vote for the GOP plan. It likely won't allow for states to apply for mandate waivers for community ratings. In particular, Paul has objected to the congressional and White House plan to provide citizens with tax credits to help pay for insurance.

The House healthcare bill could result in 23 million people losing insurance, the Congressional Budget Office estimated, although Republicans have challenged that conclusion.

McCarthy said a timeline on when the Senate's bill will be voted on was not announced in the meeting, but they are looking to pass the legislation sooner rather than later.

That said, there are just 18 days until the week-long Fourth of July recess, and 31 days until the five-week-long August recess. "There's no doubt that keeping members focused on investigations detracts from our legislative agenda", Trump's director of legislative affairs, Marc Short, told reporters this week, according to Politico.

"The time is now", a Senate aide involved in discussions said.

"We're getting close to having a proposal to whip and to take to the floor", Senate Majority Leader Mitch McConnell (R-Ky.) told reporters, after almost three hours of closed-door meetings.
