Illinois House reaches $5 billion breakthrough on budget

Rauner has said he'll keep legislators at work in Springfield until they can reach an agreement, continuing a special session that is costing taxpayers up to $48,000 per day. But, they didn't hold up their end of the deal.

IL started its third straight fiscal year without a state budget on Saturday, territory that could mean some universities won't be able to offer federal financial aid, road construction and Powerball ticket sales will halt, and the state's credit rating will be downgraded to "junk". Without a deal this time, the United Way reports that 36 percent of all human services agencies in IL face closure by year's end, according to Rep. Greg Harris, the Chicago Democrat sponsoring the fiscal blueprint. Without a budget, the state enters unsafe territory: Some universities may not be able to offer federal financial aid, road construction and Powerball ticket sales could halt, and the state's credit rating could be downgraded to "junk".

A series of concerns about worsening state finances - the state's credit rating dropping to "junk bond" status, colleges and universities losing accreditation and a growing backlog of billions of dollars in unpaid bills - had an affect, lawmakers said.

The Illinois House adjourned just after 2 p.m. Wednesday without taking any additional action on the budget, or the other controversial matters at the heart of the impasse, despite threats from multiple bond houses that Illinois will be the first state to ever have its credit rating downgraded to "junk" without a budget in place by July 1.

In a statement, Madigan said he was "encouraged by the progress" in talks with Durkin and vowed to vote Sunday on a revenue package "modeled on the bill supported by the governor and House and Senate Republicans".

Following a bipartisan vote in the House to amend the Democrat's $36.5 billion spending plan, Speaker Michael Madigan said lawmakers should expect to be in tomorrow.




The plan won't get a final vote before the fiscal year starts Saturday. They include cost-cutting changes to workers' compensation, government consolidation and a property tax freeze.

While a tax hike is always controversial, stakes are higher given both the gravity of Illinois' financial distress, and the 2018 elections.

House Minority Leader Jim Durkin, R-Western Springs, said he's putting GOP votes on the spending plan that relies on more than $5 billion in new taxes.

"Our side of the aisle is very concerned about what the nation and what will people be thinking about this state", Durkin said.

- State employee pensions would be fully funded.

Rauner has also not been present at negotiating meetings.
