Trump rails against Senate rules in wake of health care defeat

"John McCain is blessed with an internal gyroscope of right and wrong", said Schumer, who negotiated a sweeping immigration bill with McCain several years ago and has been talking with him frequently of late.

But after the vote failed he railed that McCain and the two other Republicans who went against party lines had "let the American people down". "So many great future bills & budgets need 60 votes", he tweeted.

The rejected proposal included language by Senate Majority Leader Mitch McConnell erasing the Obama law's tax penalties on people not buying insurance and cutting Medicaid.

He concluded his remarks by saying, "It's time to move on", naming the next legislation on the agenda for Friday. There is, of course, a lot of disagreement about whether Obamacare is really on its way to imploding. We thought they deserved better.

He added, "But we should not give up". We told our constituents we would vote that way. "Do we just take what we can get and move on?"

Trump in an early morning tweet reacted to the Senate vote, writing "3 Republicans and 48 Democrats let the American people down".

"I stand ready to begin work with my colleagues - all of them - to reform healthcare in a more open process", she said.

"The defeat of this disastrous health care bill is a huge win for people with intellectual and developmental disabilities and their families", said Peter Berns, CEO of The Arc. "We must do the hard work our citizens expect of us and deserve".

The specific contents of that legislation were not delivered in detail to the Senate until 10 p.m. Thursday.

Senate Republicans made a decision to vote on the bill to repeal parts of Obamacare, which was enacted by Democrats in 2010 under former President Barack Obama, after a debate early Friday morning. Premiums would jump 20% next year, compared to current law.

Republican senators were expected to hammer out provisions of the measure during a policy lunch on Thursday, giving lawmakers scant hours to digest its provisions before voting. But he urged fellow Republican senators to pass it in order to set up a committee of House and Senate lawmakers to meld the two competing versions into a single comprehensive bill that would be wider in scope than the skinny bill. The group with dozens of members met Wednesday and had a "fairly negative" reaction to the skinny repeal plan, according to Walker.

The bill was deeply unpopular, but GOP leaders worked to assure members it would never become law.

One moderate Republican said Trump shared responsibility for the bill's breakdown. It appeared aimed at moving the process forward while protecting House Republicans from being blamed if the entire process collapsed.

"Unfortunately", Ryan said, "the Senate was unable to reach a consensus".

President Donald Trump says that if the Senate wants to pass legislation, it "must immediately go to a 51 vote majority", but his math is off. Graham and Johnson backed the GOP plan.

Senate Minority Leader Chuck Schumer said Ryan's statement was insufficient as well. Chuck Schumer, D-NY. Options, the aide said, include simply trying to pass the bill outright, convening a formal conference committee or simply entering informal negotiations in hopes of striking a quick deal. Lisa Murkowski of Alaska and Sen. Lisa Murkowski of Alaska, Susan Collins of ME said no.

Murkowski chairs the panel that's jurisdiction includes oversight of the Interior Department - and Zinke.

But so far, neither approach has garnered the 50 Republican votes needed for approval.
