Korea prepares 4 THAAD units amid fear over N. Korea

US Defense Secretary James Mattis addressed the media Sunday regarding the situation in North Korea

Following North Korea's repeated provocations-including launching a missile over northern Japan last week and a sixth nuclear test on Sunday-Moon appeared significantly more comfortable with the presence of the USA system over South Korea's skies. The yen strengthened on Lee's remarks.

According to South Korean media, 38 people, including 6 police officers were injured in Seongju, a village about 300km south of Seoul, as preparations were made to install four further terminal high-altitude area defence (Thaad) system batteries at a golf course. This emphatically includes in that process the revival of triangular cooperation with North Korea, reviving the effort to connect Russian Federation and China with South Korea by rail through the North, as well as other economic and political means to assure North Korea of both its security and its economic development.

In Vladivostok, Moon and Japanese Prime Minister Shinzo Abe agreed to push for tougher United Nations sanctions, including cutting off the oil supply, and pressuring China and Russian Federation to support such measures.

The standoff between North Korea and the USA has become the most risky foreign crisis facing President Donald Trump as the isolated state accelerates its program to develop weapons of mass destruction.

North Korea's peculiar dictatorship calculates that nuclear weapons represent a life insurance policy for the regime.

"We should not give in to emotions and push Pyongyang into a corner", Mr Putin said in a news conference after meeting Mr Moon.

It is conventional wisdom that North Korea is not yet able to put a USA city at risk of nuclear attack.

Moon, the son of North Korean refugees, has continued to seek dialogue even as he bolsters South Korea's defenses.

It is believed that, in an effort to persuade its estranged ally to desist from developing nuclear weapons, Xi had sent a senior envoy to Pyongyang with a message that China would no longer abide by the security provisions of its 1961 Treaty of Friendship, Co-operation and Mutual Assistance with North Korea.

Japan says all postwar compensation claims were settled by a 1965 bilateral accord that led to the normalization of diplomatic ties, while Moon has said individuals should still have the right to mount civil suits against Japanese companies for compensation. It is an extremely risky and uncertain calculation that sets the stage for further nuclear and missile tests.

The draft resolution includes a full ban on exports of oil to North Korea, a full ban on textile imports from North Korea, a ban on North Korean laborers generating earnings overseas, and the asset freeze, which will also target members of the ruling worker's party, the diplomat said, calling it a "hard-hitting, ambitious resolution".

"There is no change in the government's position to make the final decision on whether the THAAD system will be deployed (in South Korea) after carrying out the general environmental impact assessment of the entire site thoroughly and fairly", the ministry said in a statement.

In tweets earlier this week, Trump threatened to halt all trade with countries doing business with North Korea, a clear warning to China. After Sunday's hydrogen bomb test, Trump dismissed Moon's approach as "appeasement".

Japanese Prime Minister Shinzo Abe warned North Korea against continuing its current missile and nuclear weapons development policies.

China also does not want to see an end to North Korea's status as the buffer between China and the American presence in the southern Korean peninsula.
