Despite Graham's rosy presentation, the bill would have numerous same effects as earlier attempts to repeal and replace would have, as states could raise premiums when and however they chose. The Cassidy-Graham bill, in contrast, is comparatively simple and straightforward.

If Cassidy ends up just swapping Paul's support for McCain's backing, he needs to net an additional vote from one of two other moderate Republicans - Sens. In a news release, McAluliffe says the bill "would have the exact same disastrous consequences for Virginia's families as the previous versions that they tried to ram through earlier this year".




"We expect regular staff briefings and member discussions to continue", David Popp, a McConnell spokesman, said in an email Monday.

House Speaker Paul Ryan, R-Wisc., has spoken positively about the bill, as has Rep. Mark Meadows, R-N.C., chairman of the conservative House Freedom Caucus.

GCHJ also eliminates the inequity of three states receiving 37 percent of Obamacare funds and brings all states to funding parity by 2026. "Of course, block grants are much better than other ways to do things ... but again, this is a very serious question, and I'm studying it very closely".

Republican senators from Medicaid expansion states, including Rob Portman of OH and Shelly Moore Capito of West Virginia, are among those who say they're still reviewing the legislation. As a result, it will redistribute a lot of money from the 31 expansion states to the 19 non-expansion states. Under the Graham-Cassidy bill, he noted, a state seeking a waiver would have to describe how it intends to "maintain access to adequate and affordable health insurance coverage for individuals with pre-existing conditions".

But funding under Cassidy-Graham would be less generous than the ACA, so the most important question seems to be whether it would leave even more uninsured than earlier GOP plans, or end up a bit more generous. President Donald Trump let the Republican senators know he's rooting for them, though he didn't explicitly supporting the legislation.

Murray spokeswoman Helen Hare said Murray is "hopeful and optimistic" a deal could be announced soon - a statement that came as Democrats tried peeling away GOP support from the Graham-Cassidy bill.
