Trump's Decision on Iran Deal Does Not Mean US Withdrawing

UN to Iran: Military sites must be monitored

"I'm not making the case for decertifying (the agreement)", she told her rapt AEI audience. "What I am saying is, should he decide to decertify, he has grounds to stand on", Haley said on Tuesday.

However, Haley pointed out that under United States legislation the president had to certify not only the absence of "technical violations" of the JCPOA but also to guarantee that the continued suspension of sanctions is "appropriate and proportionate" to steps taken by Iran, and that lifting sanctions is vital to USA national security interests.

In prepared remarks obtained by THE WEEKLY STANDARD, Haley will call the JCPOA, which was brokered by the Obama administration, a "very flawed and very limited agreement" that was "designed to be too big to fail".

Haley said the U.S. must consider the regime's repeated demonstrated hostility towards the United States.

A U.S. pullout could effectively kill the agreement, and lead Iran to quickly ramp up programs that could be used to make weapons. "We must consider its ongoing development of ballistic missile technology".

Ali Akbar Velayati, the senior foreign policy advisor to the Leader, said on Wednesday that the seeking to abrogate the nuclear deal but the world is standing against it.

"Everyone hoped the deal would make the Iranian government good people", Haley said, "but no one looked at the history of Iran, no one looked at all the past aggressions they have shown".

Iran's verified compliance with the deal's provisions resulted in the U.N. Security Council lifting an array of global financial sanctions last year that had been in place for years, and the release of billions of dollars of Iranian funds that had been frozen by Western banks and governments. She didn't say he necessarily would. "So far, Iran is abiding by the commitments taken in this mutually agreed framework", the French ambassador to Washington, Gerard Araud, said in tweet soon after Haley's speech. "At issue is our national security".

Haley traveled to Vienna last month to meet International Atomic Energy Agency officials for what she described as a fact-finding mission as part of Trump's review. If Haley's carefully constructed (and as Daniel Larison points out, sometimes fanciful) brief against the Iranians-beginning with the Iranian Revolution in 1979, the activities of the Iranian Revolutionary Guard (IRG), its proxies in the form of Hezbollah and their all of their "tentacles" in every conflict in the world-is any indication, Trump is beginning the wind-up now. So why not just wash his hands of both and let Congress deal?

"Most UN and western sanctions were lifted 18 months ago under the nuclear deal".

Strikingly, in a nearly hourlong speech devoted almost exclusively to the deficiencies of the Iran nuclear deal, Haley offered no vision for what alternative steps the Trump administration would take to restrain Iran's nuclear behavior.

Illicit nuclear material is allegedly continuing to be stockpiled in North Korea on behalf of Iran (so that Iran does not default on the 2015 nuclear deal).

"#IAEA verification of Iran compliance with JCPOA is based on terms of agreement; not the ulterior motives of United States officials, nor of lobbyists", Iranian Foreign Minister Javad Zarif wrote Saturday on Twitter.

She pointed out that the Corker-Cardin law requires certification of two things - that Iran has not materially breached the JCPOA: and that "the suspension of sanctions against Iran is appropriate and proportionate to Iran's nuclear measures, and that it is vital to the national security interests of the United States".
