Palestinian Authority, Hamas Reach Reconciliation Deal After 10-Year Feud

Since then, Palestine has been divided into two parts: Fatah controls the West Bank and Hamas controls the Gaza Strip.

Hamas's agreement to transfer administrative powers in Gaza to a Fatah-backed government marked a major reversal, prompted partly by its fears of financial and political isolation after its main patron and donor, Qatar, plunged in June into a major diplomatic dispute with key allies like Saudi Arabia.

Palestinian factions Fatah and Hamas have reached a reconciliation agreement, Hamas political chief Ismail Haniyeh announced on Thursday.

Fatah's Palestinian Authority President Mahmoud Abbas told reporters that he welcomed the agreement.

Two weeks before this, another meeting will be held in Cairo (on November 14) between representatives of all Palestinian factions, the same source said, adding that this meeting would discuss "mechanisms" for implementing the reconciliation agreement.

According to a readout of a telephone call issued by a United Nations spokesperson, Mr. Guterres said he was encouraged by the recent progress in allowing the Palestinian Government to take up its responsibilities in Gaza and welcomed Egypt's efforts to achieve this goal.

In a press statement, Egypt expressed its deep appreciation to the Fatah and Hamas movements for the positive spirit of the two delegations which led to reaching this agreement.




Fatah officials said the two sides agreed that the Palestinian Authority would take over responsibility for Gaza's border crossings no later than November 1 and that full governing responsibilities would be handed over to the Palestinian Authority by the beginning of December.

Abbas has tried numerous times without success to fix the rift, in part to counter Israeli assertions that peace negotiations are pointless because he can't ensure that any treaty will also hold in Gaza. A senior Fatah leader in the Gaza Strip, Zakaria al-Agha, said that Abbas "will be in Gaza within less than a month".

Security cooperation between Fatah and Hamas could include, among other things, the deployment of 3,000 Fatah security officers, who would join the Gaza police force over a period of 12 months. Hamas and Israel fought three devastating wars over the past decade.

But the move was seen as mainly symbolic, with Hamas still effectively in charge in the Palestinian enclave of two million people bordered by Egypt, Israel and the Mediterranean Sea.

Last week, Palestinian Authority prime minister Rami Hamdallah visited Gaza for the first time since 2015 and his ministers took formal control of government departments in the territory.

The new deal is understood to cover border crossing arrangements, Hamas' arsenal and the livelihoods of thousands of public servants.

Last week, Prime Minister Benjamin Netanyahu, who met with Sissi in NY last month, denounced the reconciliation efforts, saying any future Palestinian government must disband the Hamas terror group's armed wing and sever its ties with Iran.
