South Korea says it won't scrap sex slaves accord with Japan

However, she said the pact "cannot be a true solution for the victims of Japan's wartime sex slavery".

President Moon Jae-in criticized the deal last month as seriously flawed because the negotiations failed to reflect the opinions of the victims and the citizens.

They were euphemistically referred to as "comfort women".

Japan rejected any suggestion it take steps to augment the 2015 deal, under which Japan apologised to the victims and provided 1 billion yen ($8.8 million) to a fund to support them. The agreement provoked an immediate backlash from some survivors and civic organizations, who claimed Japan should take clearer legal responsibility by paying reparations.

South Korea's Kang did not elaborate on what additional steps South Korea was seeking but a senior foreign ministry official told Reuters it wanted a "voluntary, honest apology rather than money".

Can Korea handle the truth about Japan's "comfort women"? But she added that there was no denying an official deal had been made and said Seoul wouldn't push to renegotiate it.

"We can't accept Korea's request for us to do more, even though the two countries confirmed that the deal was final", Japanese Foreign Minister Taro Kono said. The comments came after South Korean Foreign Minister Kang Kyung-wha said Seoul was not seeking to renegotiate the agreement, but that Tokyo needed to make further efforts to help the victims "regain honor and dignity and heal wounds in their hearts", Reuters reports.

But now Seoul's foreign minister Kang Kyung-Wha has said it was an "undeniable fact" that both governments had formally endorsed it. Japan's chief cabinet secretary, Yoshihided Suga said that Tokyo will "not move a millimetre on the deal" (, may be behind a paywall).

But it said it would no longer use Japanese money to compensate the survivors.

It is the second time the left-leaning Moon's government has avoided implementing a campaign promise made to appeal to his base on practical grounds - a pledge to phase out nuclear power in the resource-poor South was outsourced to a "citizen jury", which decided that the country needed atomic energy.

Instead of using Tokyo's fund, however, Seoul will now pay victims with its own money.

The agreement was reached in December 2015 between Japan and the administration of impeached former president Park Geun Hye under mounting pressure from the United States, their mutual ally, to improve bilateral ties.

Seoul will also pursue a "future-oriented" relations with Tokyo, and discuss how its one billion yen contribution for the victims will be processed.
