Change to Chinese presidency term limits could signal overhaul of role

Xi Jinping could rule China until his death after the governing Communist Party said it meant to scrap a clause in the constitution that limits presidents to two five-year terms.

Currently, there is a limit of two five-year terms for both presidents and vice presidents.

Expectations that Xi, China's most powerful leader since Mao Zedong, was considering staying in office for more than the typical 10 years has been building for some time now. Under current law, presidents are only allowed to serve two five-year terms, meaning the 64-year-old Xi would have to leave office at the end of his second term in 2023.

At a Central Committee plenary session last month, party leaders decided on a plan to write Xi's guiding principle into the constitution at the National People's Congress scheduled for March.

The country's constitution was first adopted in 1982 and has not been amended since 2004.

Even though his father Xi Zhongxun - a renowned revolutionary hero turned vice premier - was purged by Mao, Xi has remained true to the party that rules with an iron fist and over which he reigns supreme.

This consolidation of power recalls the clout held by Chairman Mao Zedong, the founder of modern China who launched the tumultuous Cultural Revolution during the 1960s and '70s.

"(Xi) would then ensure that his constitutional reform is adopted without opposition", said Jean-Pierre Cabestan, China politics specialist at Hong Kong Baptist University.

Deng said the move sent an obvious message about Xi's intention. At some point, Xi could be given a party position which also enables him to stay on as long as he likes. A successor is also normally settled on five years before the president steps down to avoid a power struggle.

Xi's status as a potential "leader for life" does not come as a total surprise.

"Once people know he will serve for who knows how long, it will strengthen his power and motivate everybody to bandwagon with him", said Zhang.

The move is significant because if Wang does not retire, that would set a precedent for Xi to stay on in power too after he reaches what is normally considered retirement age.

Its mandate has been characterized, abroad, by an increasingly prominent presence of China on global stage: Xi has presented itself as a defender of economic globalization and fight against climate change and has offered its country as an alternative to The isolationist tendencies of United States during era of Donald Trump.

A major outcome of the 19th Party Congress was the decision to establish a new anti-graft agency, the National Supervisory Commission, that will coordinate investigations at all levels of government and expand its remit to include non-party members.
