The Congressional hearings are in response to news that Cambridge Analytica, a data firm with ties to President Donald Trump's campaign, accessed information from as many as 87 million Facebook users without their knowledge.

Zuckerberg, who founded Facebook in his Harvard University dorm room in 2004, is fighting to demonstrate to critics that he is the right person to go on leading what has grown into one of the world's largest companies.

Senior executives from a host of companies including Target Corp, Alphabet's Google, United Airlines and Equifax, have testified before Congress on a variety of issues including network security and walked away with little more than a scolding and a temporary dip in stock price.

Zuckerberg recounted a list of steps announced by Facebook aimed at averting a repeat of the improper use of data by third parties like Cambridge Analytica, and noted that other applications were also being investigated to determine if they did anything wrong. Zuckerberg is set to appear before a joint hearing of the Senate Judiciary and Commerce committees on Tuesday afternoon followed by a House Energy and Commerce Committee hearing on Wednesday morning.

Facebook has pushed out a flurry of announcements over the past week about how it's planning to mop up the Cambridge Analytica data-scraping scandal, and it's clear from Zuckerberg's testimony that the announcements were meant to prime the pump, letting the embattled CEO claim that his company is indeed taking action.

He's expected to concede that Facebook "didn't do enough" to prevent a host of problems on its platform, such as fake news, foreign interference in elections, hate speech and data privacy.

But he acknowledged that "it's clear now that we didn't do enough to prevent these tools from being used for harm as well".




Mark Zuckerberg, CEO of Facebook says the social media giant was "too slow to spot Russian interference" and the company is working hard to make sure a breach like this doesn't happen again.

Zuckerberg said Facebook came up with the 87 million figure by calculating the maximum number of friends that users could have had while Kogan's app was collecting data.

Embroiled in a massive data breach following the Cambridge Analytica scandal, Facebook had said data on about 87 million people - mostly in the U.S. - may have been improperly shared with Cambridge Analytica. Tighter regulation of how Facebook uses its members' data could affect its ability to attract advertising revenue, its lifeblood.

"The government has taken serious note of the points made by Facebook and CA and will soon decide on the next line of action", the person said. Facebook's share price has dropped almost 15 per cent since news of Cambridge Analytica came to light in mid-March.

At the heart of this initiative will be a group of scholars who will define the research agenda; solicit proposals for independent research on a range of different topics; and manage a peer-review process to select scholars who will receive funding for their research -- as well as access to privacy-protected datasets from Facebook which they can analyse. "That raises the question of whether this was a breach of user-trust", the report added. As the first CEO of today's big internet platforms to testify, Zuckerberg will have to address years of mounting concerns about social media's impact on the world's privacy, civil discourse and democratic institutions. Facebook said it was still auditing CubeYou, which is based in Redwood City, Calif., but believed it could suspend as many as 50 apps from the company.

In the testimony, Zuckerberg acknowledges that the questioning will likely be critical.
