Israel Cancels Plan To Deport Africans

Israel said Monday it has reached an agreement with the United Nations to scrap its contested plans to deport African asylum seekers and will resettle many of them in Western countries instead.

Most of the African migrants in Israel are from Eritrea and war-torn Sudan, saying they fled danger at home and that it is not safe to return. The migrants, themselves, said that under a previous effort that paid migrants to leave, the main destination was Rwanda, with others going to Uganda.

A minimum of 16,250 migrants will be resettled in Western nations including Canada, Germany and Italy under the agreement, according to Prime Minister Benjamin Netanyahu.

The agreement had also included support services for the African migrants who would be staying legally in Israel, Spindler said, including vocational training to help them find employment beyond southern Tel Aviv.

Germany and Italy, however, said they were unaware of any such resettlement deal for African migrants from Israel, although the German interior ministry said Berlin always respected its humanitarian commitments.

Netanyahu in January announced the implementation of a programme to remove migrants who entered illegally, giving them a choice between leaving voluntarily or facing indefinite imprisonment with eventual forced expulsion.

There are now some 42,000 African migrants in Israel, and more than 1,400 asylum seekers being held in two detention centers, including the notorious Holot facility in Negev desert.

The optics of black asylum seekers accusing the country of racism has turned into a public relations liability for Israel, and groups of Israeli doctors, academics, poets, Holocaust survivors, rabbis and pilots had all appealed to halt the government's original deportation plan.




On March 15, Israel's High Court issued a temporary ban on the deportation plan.

But Netanyahu said that he had to abandon the initial plan because the option of sending them to a third country "no longer exists". At immigration hearings, migrants were told they could choose to go to Rwanda or Uganda.

"It enables us to solve this problem in a way that serves, protects the interests of the state of Israel and gives a solution to the residents of southern Tel Aviv and other neighborhoods, and also for the people who came into Israel".

Under the agreement, the UNHCR would work to bring at least 16,250 of the infiltrators to Western countries, on condition that Israel grant visas to the rest of the infiltrators.

The BBC is reporting that hours after announcing the deal, Netanyahu put the plan on hold, saying he would meet with residents of south Tel Aviv, where numerous migrants live.

Migrants began entering Israel through what was then a porous Egyptian border in 2007.

According to the Prime Minister, with the cancellation of the plan to deport the majority of illegal infiltrators, the government was faced with the choice of allowing almost all of the infiltrators to remain in Israel or working towards an worldwide agreement which would meet with the approval of the United Nations and face no concerns under global law.
