California Government to Mandate Solar Panels for All New Homes

As we reported yesterday, reports had been circulating for a few days suggesting that the California Energy Commission (CEC) would approve a change to its 2019 Building Energy Efficiency Standardswhich would require all new residential buildings - including new homes, condos, and apartment buildings - to include solar PV installations.

The rules package follows other code updates that have already made new homes and commercial buildings greener in recent years, including when regulators in 2012 required roofs to be built in ways that allow solar panels to be added easily. There would also be increased requirements related to ventilation and indoor air quality.

The CEC estimates the move will reduce greenhouse gas emissions by 700,000 metric tons over the course of three years.

Incredibly, the mandate's supporters are using the high cost of California housing to argue for the rule, by suggesting the new expenses will be relatively insignificant.

In addition to solar, the proposed energy rules would require additional improvements to insulation in the walls and attics of new homes as well as more efficient windows, water heaters and other appliances. All approved residential construction plans issued after January 1, 2020, must include some form of solar power system. What's more, residents will save about $80 per month on energy bills, and $19,000 over a 30-year period.

Any new requirement like this was always going to increase the cost of construction, but the long-term benefits of a solar PV installation will well and truly offset those costs. "Until we tackle that problem, doing things like requiring solar panels on new construction is a band aid, ' he said".




Compared with solar power plants, rooftop solar is "a much more expensive way of increasing renewables on the grid", says Severin Borenstein, an economics professor at the University of California, Berkeley, who shared his concerns in a letter to one commissioner.

"I like solar. I just don't like the state mandating it", said Joe Durocher.

A key element in crafting the new standards was to ensure that the efficiency upgrade and solar systems would be affordable to all Californians. But consumers would get that money and more back in energy savings, according to the commission. "This solar decision could be yet another win for America's energy independence".

"Making California homes more energy-efficient is part of a broader initiative to shrink the state's greenhouse gas emissions 40 percent below 1990 levels by 2030".

While the vote was a big step forward, the proposed new standards will still have to go to the California Building Standards Commission for final consideration later this year. "We are also sending a national message that ... we are a leader in the clean energy economy".
